fidonet and other FTNs should not be offered via QWK networking unless they specifically allow it... fidonet does not...

yes... the key part of my statement is "unless they specifically allow it" and fsxnet does... some other FTNs do, as well...

the problem is how to netmail someone on a system using QWK networking from a system using fido technology...

I do gate a number of FTNs to QWK and some QWK nets to FTN, but of those, one is my own net (I can so as I plase with that one ;) ), and all of the others, I've been given authorisation by the owner of the nets in question, and am the official gateway. :)

There is support for QWK->FTN netmail gating, but not the other way round.
