You can send netmail and at least at one point we supported file request netmails:
http://synchro.net/docs/networking.html#SendingFidoNetNetMail
... that might still work. Not sure.

subject:RF: file.ext

but it didn't work when i tryed it just sent it off as a outbound message instead of a req
