There's already a built in translation from CP437 0xFE char to the Unicode HALFWIDTH BLACK SQUARE (U+FFED) and vice-versa. Is there some problem with that translation? The Wikipedia page did recommend using Unicode BLACK SQUARE (U+25A0) instead, but I didn't care for the way it look in the terminals I tested it.

I'm fine with adding more Unicode code point @-codes, but the others were added because there wasn't an existing 1:1 translation.

Are you referring to this line in the text.dat?

    "\r\n\1n\1cþ \1b\1hReading E-mail \1n\1cþ \1b\1h(\1w?\1b=Menu)"\ 049 ReadingMail

Those are CP437 chars (0xFE, or 254 decimal).

then why was there an ellipsis code for? every computer uses the same period key for that one.

then why was there an ellipsis code for?

Because Unicode defines a single code-point for an Ellipsis for which there is no ASCII/CP437 equivalent, so it's expanded to 3 '.''s if the terminal is not UTF-8.

every computer uses the same period key for that one.

The key used is not a factor. And not every terminal even supports the concept of an ellipsis. Your traditional ANSI-BBS terminals use IBM extended ASCII (CP437) for which there is no single ellipsis code.
