Later on I going to change it so they can not do it. But for now its only for testing the ftp server.

If I log on to the server server using Winscp and edit a file the ftp server keeps crashing:

You pasted some log output, but I don't see where the server "crashed".

It looked to me like you just had a bunch of passive-transfer related failures, like this one:
    1/16 12:30:33a 1708 <Plt> PASV !DATA select returned 0 (error: 0)
    1/16 12:30:33a 1708 TX: 425 Error 0 selecting socket for connection

    But no crashes.

I will have to look for some more log files when I get home. When the the issue accured the server disconnected and crashed twice and would not come back up until I restart the ftp services.

What exactly did the crashes look like?

That is all I am seeing in the log file. No other errors where reported while the ftp server was running in debug. After being disconnected the ftp server would not accept any more connections until after I reset the ftp server.

wait, what?? anonymous can upload but not download? you're extremely
brave to allow anonymous uploads... when they find you, they'll eat you alive...

That's a great way to get a board full of malware. Might work for a malware collecting honeypot. ;)

Good idea. :) I use the FTP service to allow anonymous downloads. Uploads are restricted, as pretty much all of my files come via file echos.
