    O.K., I was successful in adding a couple of text files, and they can be accessed quite easily by telnet users.

    Now, how can I make these same text files accessible to those web-access callers?

    Any text files you have in the *files* section will be available to web/ftp users. The "General text files" section has not been added to any Web UI for Synchronet that I know of, but I'm sure it's possible through some JS/html modding of the files in web/root.
