I was just over there and everything seemed fine to me. You may not be use to the services daemon as they're using Atheme. What client are you using? 1.48?
you need to imput a code to join freenode i'm pretty sure.
you cant just link it up like other irc networks.
anyways, having other people use YOUR ip to link to other irc networks is a BAD idea, and a good way to get blacklisted.

But I was able to successfully connect to the network and chat via /msg #channel <text> command. If a code is needed, wouldn't I simply be unable
I'm aware of that. My plan is to mod the chat_sec.js in order to whitelist just several IRC networks and channels related to the 8 bit MSX computers. Anyway, new users have the C restriction applied so they won't be able to chat unless write me why are they accessing the BBS. It's not perfecty safe but I can take risk for now.
why not just have links to the ircnetworks and channels on your website? they would be using their own ip addy and the chat interface will probably be better for them too. you can use mibbit or something to do a direct link to the server and channel.

It's because MSX computers doesn't have IRC clients and they even can't browse web pages, so accesing IRC through the BBS using telnet is a good thing for them.
cant they just buy a newer computer?

We really have fun using our beloved 8-bit computer for these things, but I clearly get your point. Thanks for the answers, I'll take more concern
about BBS security and hardening.
