could be something with http.js attempting to use js.flatten_string, which i believe exists in 3.16 but not 3.15, but then i would also expect to see errors appearing in your logs, unless they are handled
    by the script.

I've made sure that I don't have any redundant binaries floating around
(had backups, copied them to a backup drive. I've tried grabbing the newest SBBS_run.zip files and copying them into my SBBS directory. My BBS is still reporting 3.15.

The Windows executables are in sbbs_dev.zip (not sbbs_run.zip).

What file reports itself s 3.16

    sbbs.dll and sbbsctrl.exe.

and in which file is js.flatten_string defined?

    sbbs.dll

I did manage to pkdump.exe my outbound mail packet. I changed some stuff
to match the synchronet sbbsecho.cfg in the wiki. I unzipped the packet
and got this result.. Is this what it should look like?

    Yes.
