If I want to write a simple FTP server to incorporate into a BBS do I start learning Winsock programming ?

If it's going to run on Windows, yeah, that'd be a good start. And RFC 959.

Tutorials? Not that I know of. I just use msdn.microsoft.com for my reference material.
