Washington DC is not part of the united States, by political borders.. it
is a foreign owned and operated corporation, by the people with the
money... it was established to "take care of the business needs" of the United States...
when a corporation, (by undue persuasion),

The gun manufacturers, in this case...
has given these foreigners jurisdiction over them...

so the people might have better luck finding a non-restricted entity to access such means.
What non-restricting entity?
non-restricted, as in a corp. that has not given foreign corp,
jurisdiction over it, by will or fraud...
if a corporation says it's ok, to be restricted from selling to unregistered arms recipients, that is their choice... whether or not there's a clause of "where applicable" in there is another question. doubt they'd leave a loophole like that open for long!
