Come to think of it, any 32 bit Win7 installs I've seen were "upgrades."
I like to build my own desktop PC, so I like to have Windows install media that can do a fresh stand-alone install. For my last couple PCs I've built, I've bought OEM copies of Windows 7 (64-bit) and Windows 10 to install on the PC.
I think I actually still have an extra OEM copy of Windows 7 64-bit around here somewhere. I had a Mac laptop at one point and bought a copy of Windows 7 to install in a VM on it. I've since sold that Mac laptop, but I kept the copy of Windows 7.
