I read an interview with Paul McCartney, and he said he loaned his basement recording studio to the guys so they could work on songs together. He said several nights it sounded like an wonderful jam on party, and he would fight the urge to go downstairs and play with them. Due to contract obligations with whatever label he was with, he couldn' perform for a rival label.
Interesting.. I bought the Traveling Wilburys vol. 1 & 2 set when it came o lained how the group got together, and I don't remember the part about using California.
From what I remember, the story was that George Harrison's record company wa bout a new song, and Tom Petty came along with him, and they had gathered wi ole album's worth of songs, and that's how The Traveling Wilburys came about

I got the impression this went down before the first album, and George was
able to get everyone together early on to bang out some drafts. They'd all
be strumming along, saying whatever words would come into mind.
Regarding leftover songs, occasionally some get recycled and used as filler. In another reply I couldn't recall the Clapton album (Journeyman) and there
are several songs that could've been laid down when he recorded August. Out
on Youtube somehwere are some demo songs Van Halen recorded for Gene Simmons, and some of those songs were either used or showed up in a modified form all the way up to Women and Children First. Some of the Who's albums sounded
like compilations of leftover songs. The Who by the Numbers album sounded
like it material was partially dated from Who's Next
