I can't see a big difference between the two but I don't understand why
they dropped it for. I thought OO was a great package.

There is not a huge difference. Some developers forked Open into Libre,
and some distributions started using Libre as the default, because Open was bought by a commercial company (maybe Oracle?) that the open source
community believed might not be as friendly to them as the previous project owners.
