Modern BBS packages such as Synchronet and Mystic (and others) have telnet functionality built in. Where does your Internet connectivity come from? If it's college or university, a bigger problem is you're likely behind a firewall that won't mallow outside users to telnet in. If it's an ordinary Internet connection that you pay for, the odds are more in your favour.

are you on a WiFi connection or cable or?

a good option for you might be a VPS I ran a BBS for awhile on Vultr.com
they have servers for $2.50 a month with 512 meg mem and 20 gig SSD Hard Drive.

You need a access to internet
You need to open port on the router and your Computer
    and install a BBS

If you're only in the dorms during the school year, you might want to think about getting a cheap virtual private server and hosting a telnet BBS there.

Your dorm may have rules against running inbound servers on their network, as well as blocking mail ports.

There's lots of things a VPS would come in handy for, including setting up your own virtual private network to encrypt traffic going out of your campus network.

It'd take some work, but in the end you'll gain valuable linux admin skills in the process.

Setting this up would be beyond the scope of a BBS post, but there is a ton of information online.

You have a couple choices out there... 2 in particular, Synchronet and Mystic BBS.... Both are still being supported, both wiil do the trick. I am
currently running Mystic, but I am a full supporter of Synchronet....

Synchronet has a built in redirection server, run a small script and people outside of your room can access your BBS. Both BBS packages run out of the box, just hit the install button. The years and years that have gone into coding these BBS packages ahs left the SysOp little to do.

Grab Synchronet, install it, read over some of the documentation and start asking away....

If you run Synchronet, and you ant to go past the factory defaults you'll
need some understandiing of computers... text editing... if you don't mind a learning curve it's one of the best BBS packages out there.... Mystic on the other hand is menu driven, don't like one feature ... added don't like an other delete it with Mystic's config program.

    I'll wait for your questions...

Could spin up a cheap instance on digital ocean and get some ssh tunnel port forwarding magic in place. Not sure about a walkthrough tutorial for that though =) At that point, might be easier just to run the entire synchronet setup on the digital ocean droplet.

Yeah if you have to get a VPS, might as well go the whole hog and install the BBS on the VPS itself. :)

Sorry, I'm not the one looking to set up a BBS, it was Rose that was looking to set up a BBS.
I pay $2.50 per month for my VPS with 512 Meg and 20 GB SSD, but I use my VPS for other things, I run my BBS at home on a 12 watt HP thin Client PC.

you gotta watch out for those cheap providers. they will fuck you over. a lot of these guys buy the name and setup of a reputable guy and run it into the ground. i had an actual kid that did that and tried to fuck me over but paypal gave me my money back. i was copying my http documents over and he banned me and accused me of running a booter.

i later found out he SELLS booters for
online games. i had no idea what a booter was. i posted screenshots and then he edited my tickets and changed my text. i had originals and i dox'd him and ripped him a new one. i even called him up at home.
