    I have a general newbie-like question about echoing text from a BBS or other Telnet server to a telnet client. Do BBSes and Telnet servers explicitly echo the text back to the client? Is that considered good practice or is it required?

    It's negotiated between the client and server. In the case of Synchronet, it never expects the client to perform "local echo" and always echoes (or doesn't, e.g. for passwords) based on what's good for the BBS experience.

    A little background: I am writing a socket server and didn't know if I should be echoing the text back to the client or if it is up to the client to turn on the appropriate settings in the client to be able to see the text entered.

    The default behavior of a telnet connection is that the client is expected to echo the typed characters locally. See https://www.rfc-editor.org/rfc/rfc857.txt for details.
