My understanding is that you can't just choose any FIDO feed based on
those criteria; you generally would go through your regional hub.

Not necesarily. My echomail and file echo feed for Fido is in NY state and I am in Memphis, TN. You can technically get your echomail and file echo feed from anywhere, but it is recommended that you connect to your NC for any net- specific echomail areas and netmail routing.
