I'm surprised he was BBSing at 9. That seems young to me... :)
I started using BBSes when I was 12 - Does that also seem young?
I started at 13 in 1993, and became a SysOp at 14. I definitely remember a few people in the scene who were younger than I was, but at first, I definitely felt part of the younger crowd, myself.
I do remember having a few callers who were very young, but in almost every case, they were younger siblings of users who wanted more accounts to rig the doors. I still have a clear memory of this kid, just slightly younger than me, calling me voice and having me talk to his 8 or 9-year-old brother. Later on, I noticed the younger kid's account would log in immediately after his brother, play the same door game, and transfer all his character's in-game earnings to his brother's character.
Other than that, I don't think I remember any very active child users. 11 or
12 seemed about the youngest age kids would start at and not be too annoying to everybody else. ;) (As if us who started at 13 were so much more mature at the beginning.)
