there's a lot of optiplex 755s on ebay for around 50 bucks with free shipping. they are core 2 duo and support up to 8gb of ram.
optiplex 755s use very little power as well and are considered green machines.

they make great bbs machines and support vt-x virtulization tech.

Optiplex are good. Also, Newegg.com has cheap computers. You can pick up a Refurb Lenovo M58 Dual Core 2.5GHz for around $80.00. I purchased one from there and it looks brand new. It's built nice and makes a good media server by your TV since it is small and quiet. You can pick up a Lenovo wireless keyboard/mouse media remote for another $20.00 on amazon.

With 4GB RAM, you can run VirtualBox and have a couple of virtual XP or Linux systems running on it. But, that's it limit. Anything more, you'll need a system that can support more RAM.
