Does the Synchronet IRC server support SSL over IRC?

I don't believe it currently does, but it would be fairly simple to add. What's not clear is why it would be wanted for IRC.

Not in v3.16. SSL/TLS support for services will be in a forthcoming version.

That's great news! Even though the information going through my BBS
isn't particularly sensitive, since it's on my home network I'd like
to have anything going in and out encrypted.
