    Yes, of course it does.

    Wellllll, it depends some on what state you are living in as to what the
    rule is. Some states don't hold their electors as responsible as others
    and will actually count their votes if they stay (although they may punish
    them for doing so). Other states will appoint a new elector to recast the
    vote of a unfaithful elector, while others will ignore the stray vote by
    either changing it to match what it should or by not casting it at all.

    My understanding is that there are some states that have gone ahead with
    the foolish idea of casting their electoral votes based on the national
    popular vote (vs. the vote in their state only) but there could be legal challenges to such changes. They also do not yet have enough states signed
    on for it to actually "become active." They are damn near all "blue"
    states, of course.
