Interesting. Wouldn't this make Snowden a protected whistle-blower?

I've been wondering that for awhile, myself. Does it take some sort of status like this on the whole deal before the whistleblower is protected? I guess my knowledge of whistleblower protection probably isn't what it should be, but I thought that should've been the case the whole time...
